The idea that more pixels means better photographs is a fallacy. For a compact I found 6mp to be the optimum in good resolution and reduced noise levels. The little lens on a compact cannot give you the quality of an SLR no matter how many mega-pixels they cram on to the tiny sensor behind it. The closer the pixels are to each other, the higher the noise levels. One of my favourite compacts is the Sony DSC-T9 which I use as a shirt-pocket camera. It only has 6mp but the photographs are superb for such a small camera.
Cameras you may consider that are not expensive and still give excellent results are some of the Fuji bridge cameras. The larger lens and slightly larger sensor can give good results and benefit from the higher resolution. My favourit bridge camera is the Panasonic TZ28 but it is expensive and quite bulky to carry around.
For low noise and good low light performance I found the Fuji F47fd with a 9mp sensor to outperform most compacts. It is highly underrated in my opinion and therefore not expensive. A friend of mine uses it to photograph the inside of medieval churches without flash, she likes to zoom in on little scenes and friezes on the ceiling, and shock people with the obscene content of some of them.
Another camera that I often use is the Panasonic TZ5 again with a 9mp sensor and a good fairly wide angle lens.
So in answer to your question there is no fast rule on mega-pixels as the quality of the photograph is a combination of lens, sensor, and processing software. I personally would not buy a compact with 12mp as I consider that to be excessive and see no advantage, it makes the files too big and difficult to work with. Keep it below 10mp and buy one from a quality manufacturer, I would say.
